Another interesting thing is that both his assistant and the information officer were on leave while the head of the office of Nepal Telecom Ramechhap was sleeping soundly in the office quarters. According to Chief Bhandari, the two employees who were on leave went to Kathmandu showing their emergency work. Janata Voice asked, “Have the two employees who went to Kathmandu approved any written application or leave?” “They had asked me about the leave on the telephone,” Bhandari said. I have given leave in view of their needs. Bhandari has replied that the employees can take leave even if they do not submit a written application or in the prescribed format.
In this case, the chief Bhandari gave a very irresponsible answer,Nepal Telecommunication Authority Employees (Terms of Service) Regulations,The 101 points of the provision regarding attendance and leave in paragraph 8 of 2076 clearly states, For the purpose of taking leave other than study leave and extraordinary leave, the employee has to submit the application in the format as per schedule 14 to the leave officer if he has to go abroad for any reason, reason or leave and the leave officer has also informed that the leave has been approved or rejected. It should be given to the concerned staff as soon as possible. The officer approving the leave will have to approve the leave only after making arrangements so that the work done by such employee has not not been stopped. ‘According to Bhandari, the head of the second-ranked assistant officer and information officer of the same office, someone’s mother fell ill and the other went to Kathmandu for his urgent work.Similarly, the District Administration Office, Ramechhap, has been issuing permits (pass) for urgent work on the basis of the Infectious Diseases Act 2020, based on the approval of the head of the office during the outbreak of Corona virus (Covid 19).
The staff of this office, on the other hand, are roaming freely outside their arbitrary districts.
According to Chief Bhandari, there is no provision in the regulations that the responsible employees of their offices should be taken leave on the basis of telephone. But Bhandari said that two of his employees were on leave.Employees, who are on leave asking Bhandari, have not filled any form as per schedule 14, there is no question of its approval. Citizens have the right to lodge a complaint with the Chief District Officer of the district if there is any complaint in the service flow at the district office.
According to the same right, in the query of Janata Voice, ‘Why service could not be provided in Telecom?’Chief District Officer Rudra Devi Sharma said that she was out of the district and could speak about it after necessary investigation.
Nepal Telecom, which is limited to the rule of law and people-oriented administration slogan,With this kind of situation in Ramechhap, this attitude of the telcom towards the direct information and concern of the people has raised a question mark on the responsibility and accountability towards the citizens.
